Outlook app able to open, the internet connection was good somehow the outlook is disconnected, now the next thing to do is to check the LAN settings the default was set to 'Automatically detect settings' I put the proxy server hit ok and outlook is now Connected to: Microsoft Exchange. Now when I started Outlook it made me create a new profile. However it still takes a long time for the profile to load so something else must be going on. I really hate doing clean boots because they're so tedious and take forever as you re-enable items one by one to find the culprit.
